President - Captain Jim Green - Destin, FL        

Capt. Jim Green is the Captain of the American Spirit Party Boat out of Destin, FL. It is the largest party boat in Destin.  He has been a professional fisherman for over 20 years. Not only has he taken the helm of the CFA but he is also  the president of the Destin Charter Boasts Association and former board member of CFA. Thru the years has sat on various gulf council advisory panels and his involvement in fisheries management and his leadership has been very influential in federal and state management processes over the past 2 decades. Jim wears many hats in the daily operation of his responsibilities as Captain of his vessel and management of his employers charter boats as well. Jim is very involved in his community serving on the  Destin harbor CRA advisory panel and as Chairman of the Destin Harbor Capacity Study committee. We are proud to have him as a voice for CFA.

Vice President Capt. Billy Archer- Panama City Beach, FL


 Captain Billy Archer was born in 1956. Set out to sea in 1969 with his grandfather "Capt Tiny". Born and raised in Bay County Florida. Capt Billy has been actively involved in helping the fishing industry have a better tomorrow for over 3 decades. One of the founding members of S.O.S in 2008 Save Our Sector he has been instrumental in the formation and promotion of the CFA since its official founding in 2011. Captain archer has been a board member of CFA since its inseption and now leads us a its vice president/ >

Captain Mike Jennings  - Freeport, Texas                                                  

Mike Jennings is a USCG licensed Captain with over 25 years of experience fishing the Texas Gulf coast. He is known locally for his willingness to run further and target the larger species that lurk in our Gulf waters. He is a native of Brazoria County and grew up fishing the inshore and offshore waters from Galveston to Matagorda. Along with fishing, Captain Mike is an experienced dog trainer and waterfowl guide, hunting the prairies and marshes from Anahuac to Rockport. Captain Mike also runs Gulf Coast Marina in Surfside. 
Captain Mike is also an accomplished Writer and Magazine Columnist, formerly on staff with Texas Saltwater Fishing Magazine.

Gary Bryant - 
Fort Morgan, Alabama

Gary Bryant was born in New Orleans, Louisiana in 1965, but was raised in Rome, Georgia. He spent started his fishing early on rivers, lakes and ponds fishing with his grandfather. I was not until his college days that Gary got the opportunity to fish in Salt Water. Once exposed to fishing the big pond there was no turning back. Finishing College and working as an Industrial Engineer, every off Vacation and holiday was spent going to fish in the Gulf. Gary continued to pursue his fishing passion and became a licensed 50 ton Captain in 1997. He immediately started Red Eye Charters in Fort Morgan, Alabama operating on weekends and Holidays. It soon became apparent that a decision on which career path to take needed to be made. So Gary gave up his shot at the Corporate Ladder for a position in the Helm Chairs. He continues to this day as CEO, CFO, Captain, Deckhand and Head Flunky of Red Eye Charters.

Captain Gary Bryant has been active in Fishery Management Issues 2010. He is a Gulf Council Meeting regular and has actively served on the Alabama Charter Fishing Association board of director since 2010, serving as Vice President in 2015, 2016 and 2017. He served as President in 2018. Gary is also a member of the Charter for Hire Ad-Hoc Committee.













Steve Tomeny  CFA Treasurer - Port Fourchon, Louisiana

A freshwater and saltwater fisherman in Louisiana and Mississippi since childhood, and an avid scuba diver since his days at LSU, Steve has more than 35 years of experience in Gulf of Mexico fisheries. He started out building and operating a six passenger dive charter boat out of Port Fourchon, LA. Subsequently, Steve bought a 65-foot bare hull, towed it from Montgomery, Al to Baton Rouge, and within a year, launched the f/v Southerner. A few years later, he added the f/v Louisiana, f/v Gulf of Mexico, and the f/v Caribbean Sea, all 65-footers built on the same style hull for mixing charter and commercial fishing. Steve is on the board of the Charter Fisherman’s Association, which consists of charter operators and captains working to advance new ideas in the charter-for-hire industry. A separate fisheries management plan for the   charter-for-hire fleet is one of CFA’s more immediate goals.

Captain Bobby Kelly - Orange Beach, Alabama
Being born but not raised on the coast, Captain Bobby Kelly knew at the age of 12 when his father took him on his first deep sea fish trip that this is what he wanted to do with his life. Captain at 19, and purchased his boat the Miss Brianna in 2011. Captain Bobby Kelly became interested in fisheries management after his son was born in 2013 as a way to secure fish for his future which is what brought him to CFA.

Captain Scott Hickman  -  Galveston, Texas

Owner/Operator Circle H Outfitters and Charters Full time hunting and fishing guide out of Galveston, Texas 29 years specializing in Cobia, Snapper, Amberjack and King Mackerel trips. Scott is married to wife Shannon and has two daughters Allison and Lauren. He is actively involved on Gulf Fisheries Management Council Migratory Pelagic Advisory Panel and Reef fish Advisory Panel with finding solutions for a better charter business plan in the Gulf a top priority. Capt Scott also holds the Recreational seat on the Flower Gardens Banks National Marine Sanctuary Council. He attended both Texas Tech University and Sam Houston State University studying Wildlife Management and Criminal Justice.  Capt. Hickman also served in the United States Marine Corps and Texas National Guard.

Captain Clarence Seymour - Biloxi ,Ms

Captain Clarence Seymour aka C-Bo. Spray Ya Later Charters is own and operated by Captain C-Bo and his son. Captain C-Bo brings over 30 years of experience fishing the waters in and around Biloxi. Fishing is his passion, and he enjoys sharing his local knowledge with his guest. Captain C-Bo is on the Board of directors for the Charter Fishing Association representing the Mississippi fleet. He’s also the Chairman of the Mississippi Charter for hire task force. And has been instrumental in fishery management at the state, local and national levels.

Captain Hubbard is our newest board member and Officer . He is a staunch and well spoken advocate for his fleets and fishers in the Florida West coast. His communication skills and passion for sustainable fishery management make him a great addition to our organization. Captain Dylan Hubbard is the Vice President of Hubbard's Marina operating out of the  famous Johns Pass, FL. He is a fourth generation born and raised Florida native and is an avid fisherman, outdoor enthusiast and is active in preserving and sustaining our fishery.

Deputy Executive Director Capt. Abby Webster - Freeport, Texas                                                                                                
Captain Abby is a USCG and Texas Sate Licensed captain with a lifetime of experience fishing Not only, the Coastal Bays and marshes from Port Aransas to Galveston , but big Western rivers of Montana and Wyoming. She also severed our local community as the Marine Patrol Officer for 10 years working closely with the US Coast Guard and other local agencies to provide safety and security to our large industrial port.
Captain Abby spends her winters Guiding Hunters and overseeing a Hunting lodge in South Texas.

Executive Director  Captain Gary Jarvis,  Destin Fl

Captain Gary was one of the original founders of CFA and its first president, he has served on the board of director and board of advisors for 10 years and was past president of the Destin Charter Boat Association. Captain Gary has just now been hired by CFA to serve as its executive director. A life time legacy Charter for hire and commercial fisherman Capt. Gary's experience on the water has also translated to the arena of fishery politics. He introduced sector separation to the Gulf council in Aug of 2008 and was part of the CFA efforts to see it through fruition in 2014.He has just sold his boat and business after 41 years as a dual permitted CFH and commercial fisherman. He is in business with his sons who own and operate 5 sea food restaurants in the greater Destin Fl area. In March of 2018 Capt. Gary was elected Mayor of Destin Fl ( The worlds luckiest fishing village) and this has put him in a unique position to be able to open new doors in the political arena to work for all user groups in finding sustainable ways to fish and share the Gulf of Mexico's fishery resources. Captain Gary is a avid deer hunter and still plays Ice Hockey around the country in age group tournaments from a child hood love for the game
